Restart, what's the word? In the understanding of the average user, it is associated with restarting the PC due to some kind of problem in its operation. For example, you had a very large number of applications running, after which your computer could not cope with the load and hung. This happens very often, especially if your PC is weak in performance (in this case, the likelihood of this happening is higher than for a person with a more powerful computer).

To solve the problem, just turn off the PC from the power supply, and then turn it back on, or press the "Start" button on the system unit. It is also worth paying attention to programs - cleaners. They can help you get rid of unnecessary cache, files of little use and other system information, as a result of which the load on your computer will noticeably decrease.
