Don Frank Vinci is a hereditary crime boss. After all, his father Vincenzo was an influential figure in the underworld. He had an older sister, Carla, who had a great relationship. There is no more information about the early years of the future leader in the games of the Mafia series. Frank begins his criminal career in 1908 when he arrives in Empire Bay. Frank Vinci and Leo Galante arrived together in the city of Empire Bay when theyno one even knew. In order to somehow begin to develop in the underworld, they began to engage in extortion from Italian emigrants under the pretext of protection. This allowed us to create start-up capital, as well as make the necessary connections in the police.
The system worked well, income grew, and soon Frank knew the right people in political circles. His criminal gang grew rapidly, but a few years later the Moretti family appears in the city, which becomes a direct competitor to Vinci.
There were no direct clashes between them at first. Don Frank quickly enriched himself, and in the 20s of the last century he even managed to take control of the main city port. Then a campaign was launched to deliver and sell illegal goods. Money flowed like a river, and Frank Vinci only strengthened his position in the city. He set up a lavish headquarters for his crime family at the Mona Lisa Restaurant.
Confrontation
In 1933, Frank Vinci was waiting for the first failure, namely the abolition of "dry law" in the United States. It became unprofitable to sell alcohol illegally. After all, the prices for it were not at all the same. Revenue fell sharply, which was the root cause of an open conflict between Vinci and Moretti.
Small skirmishes eventually develop into an urban war with regular shootings and killings. For a long time, neither side gained an advantage until Frank's friend, Leo Galante, decides to conspire with Carlo Falcone. Together they develop a plan to eliminate Don Moretti.
They manage to do it and itthe crime family is falling apart. In its place, the Falcone clan appears, which appears in the second part. It would seem that Vinci should have celebrated the victory, but it cost too much. The huge losses of the fighters affected the authority of the family. They were no longer considered the most powerful force in the criminal world, and this worried Don Frank.

Don told the two of them to beware of drug dealing by any means. At this time, relations between Vinci and Falcone were already gradually deteriorating. The struggle for criminal influence in the city of Empire Bay was gaining momentum, although it did not reach direct confrontation. Everyone remembered that bloody war with Moretti. Things started to change when Vito, Joe, and their friend Henry decide to get into the illegal drug trade, which gets them in trouble with the Chinese Triads.

Frank Vinci did not deal with this case alone, but entrusted it to Leo Galante. After the destruction of the Triad restaurants by Vito,he was given a choice. Leo managed to save him thanks to his connections, but the main character received an ultimatum. It consisted in the fact that he must kill Carlo Falcone or die himself. Vito hesitated for a long time, but still went against his clan, got to the planetarium, where he killed the former boss. After that, the Vinci family remained a criminal leader in the city for many years.
Even in his youth, Frank Vinci fell in love with racing and until his death he entertained himself by going to the tracks to watch the races. It was there that he could be found most often. It is worth noting that the characters talked about this, but it was impossible for the main character to get there.
